Clinical Dietitian

Incumbent in this position functions as the Clinical Dietitian and provides primary care and a continuum of care for Veteran beneficiaries throughout South Texas Veterans Health Care System (STVHCS). The Clinical Dietitian functions independently in various settings and may be the only nutrition provider within their areas of reasonability. The Clinical Dietitian provides assistance to Physicians/Physician Extenders in providing appropriate therapeutic nutrition care for all patients. The incumbent must demonstrate the knowledge and skills necessary to supervise food service staff and provide nutrition care appropriate to the cognitive, emotional and chronological maturation needs of the infant to adolescent (6 months -17 years), adult (18 - 65 years) and older adult (66 years or older) patients. Duties include, but are not limited to:
Conducting comprehensive nutrition assessments Developing and implementing individualized plans for medical nutrition therapy Calculating nutritional requirements Assessing educational needs and providing nutrition counseling for individuals and groups Evaluating achievement of learning objectives by the patient and/or family Providing appropriate follow-ups Maintaining productivity standards and practices, etc. Work Schedule:

Creditable Experience (1) Knowledge of Current Professional Dietitian Practices. To be creditable, the experience must have required the use of knowledge, skills, and abilities (KSAs) associated with current professional dietetics practice. This may be evidenced by one or more of the following:
The equivalent of one (1) year of active professional practice. Active professional practice means paid/non-paid employment as a registered dietitian. Academic course work leading to an advanced graduate degree in nutrition or a related health care field. (2) Quality of Experience. Experience is only creditable if it is post-registration experience as a registered dietitian directly related to the position to be filled, i.e., the clinical dietitian must have relevant clinical nutrition healthcare experience; the food service system dietitian must have relevant food service system management experience. Qualifying experience must also be at a level comparable to dietetic experience at the next lower level. (3) Part-Time Experience. Part-time experience as a registered dietitian is credited according to its relationship to the full-time workweek. For example, a registered dietitian employed 20 hours per week, or on a half-time basis, would receive 1 full-time work week of credit for each 2 weeks of service. Grade Determinations:

None beyond the basic requirements. In addition to the experience/education listed above, the candidate must demonstrate the following Knowledge, Skills, and Abilities (KSAs):
Ability to provide nutrition counseling to patients, family members and/or caregivers considering psycho-social issues and age appropriate guidelines, and to communicate effectively with other health care professionals. Ability to plan and organize work consisting of multi-tasks and priorities under general supervision. Basic knowledge of computer operations:
software, hardware, terminology, security requirements, and capabilities. Ability to synthesize nutritional assessment components to evaluate nutritional status and utilize principles of medical nutrition therapy using established practice standards and guidelines to deliver nutritional care. Knowledge of basic food production and service which incorporates principles of sanitation, safety, and menu planning within a healthcare environment. Knowledge of educational concepts, methods, training materials and resources and the ability to implement existing education and training activities for Nutrition & Food Service employee. To Qualify for GS-09 Developmental Level (Experience or Education):
At least one (1) year of experience at the next lower level (GS-07) that demonstrates the core competencies described at the level, or Education equivalent to 2 full years of progressively higher level graduate education, or Master's or equivalent graduate degree from an accredited university or college in the field of dietetics or closely related field. In addition to the experience/education listed above, the candidate must demonstrate the following Knowledge, Skills, and Abilities (KSAs):
Ability to participate in research and performance improvement studies. Knowledge of, and ability to, apply the basic principles of enteral and parenteral nutrition support. Knowledge of the principles and practices of clinical dietetics and medical nutrition therapy in order to plan, develop, and independently coordinate medical nutrition therapy intervention, interdisciplinary care plans, and nutrition education activities. Knowledge of various food preparation and delivery systems. Ability to conduct studies and document findings to evaluate staff, food, supplies, equipment, and service in order to improve the efficiency of the operation. Knowledge of current food service systems management, principles, and practices within a healthcare environment. Knowledge of educational concepts, method, training materials, and resources and the ability to develop and conduct education and training programs for Nutrition & Food Service employees. Employees at the GS-11 grade level serve as staff dietitians at the full performance level. Registered dietitians are responsible for independently planning, developing and directing all nutrition care activities (e.g., food service and/or clinical nutrition). Registered dietitians serve as important members of the interdisciplinary team of care providers, and focus on offering exceptional nutrition care and guidance to optimize health. Registered dietitians work in a variety of settings, such as hospitals, outpatient centers, residential treatment programs and patient homes. They are responsible for using evidence-based approaches to develop menus, counsel patients and provide nutrition care. To Qualify for GS-11 Full Performance Level (Experience or Education):
At least one (1) year of experience as a registered dietitian equivalent to the next lower grade level (GS-09), or Education equivalent to 3 full years of progressively higher level graduate education, or A Ph.D. or equivalent doctoral degree from an accredited university or college in the field of dietetics or closely related field. In addition to the experience above, the candidate must demonstrate the following Knowledge, Skills, and Abilities (KSAs):
Knowledge of best practices in the dietetics profession and in scientific literature, including knowledge of research methods, study design, data collection, interpretation of findings, and translation of results into nutrition practice. Ability to comply with various accrediting, regulatory, and agency authorities. Ability to develop and maintain a system of internal reviews and direct quality control and performance improvement studies. Knowledge of computer software programs relative to food service systems. Knowledge of the principles and practices of nutrition care and the treatment of complex cases in clinical settings in order to develop, implement and coordinate best practices in the dietetics profession (e.g. assessment, diagnosis, intervention, monitoring and evaluation). Knowledge of best practices in areas of clinical nutrition and the ability to apply nutrition interventions to patients with multiple co-morbidities. Ability to act as a consultant for health care providers including registered dietetic technicians, dietetic interns, nurses, physicians, medical students, and allied health professionals. The work is primarily sedentary; but requires periodic walking (4 hours) and standing (2 hours), use of fingers, near vision correctable at 13 to 16 to Jaeger 1 to 4, Hearing (aid permitted), mental and emotional stability. Clinical Dietitians assigned to Home Based Primary Care / Adult Day Care & Contract Nursing Home Inspection Teams will be required to drive to and from sites.
